BUG!! DELAY_SVC_NOTIFICATION not delaying notifications

Definite bug.  I must have changed some of the notification logic a 
while back which caused this to break.  Fix should be in CVS now.  

PS:  The "P" indicates that the service is accepting passive checks 
only (i.e. active checks are disabled).
