Hi Jack,
I don't think that's the problem because myself, as a normal user when I
do ps I have no problems and I don't have more privilege than the nagios
user.

su - nagios and try running it again. I had a similar experience with a
heavily locked down server (msec level 4 on Mandrake) and discovered
that the nagios user didn't have read permissions in /proc, so ps didn't
work.
