Watchdogs

Has anyone developed a plugin to monitor a watchdog process?  I have a 
process that sends me a message every 30 seconds and I need to generate an 
alarm if the watchdog doesn't show up (i.e. the process died).  I'd like 
to leverage existing code before I figure out some bizarre way to do this 
on my own.

Any suggestions?
