Trying to install Nagios-1.0b5

Hi
 
I am trying install Nagios everything 'seems' to install OK but when I
connect to the server through my browser from a remote PC I get the
following error: 

Error: Could not open CGI config file '/usr/local/nagios/etc/cgi.cfg' for
reading!

I think I have checked all the paths etc and I am unable to find an error.
Obviously there is a problem here. Appreciate any pointers you can give me.
