Patch for first_notification_delay logic?

http://git.op5.org/git/?p=nagios/nagios-exp.git;a=shortlog

shows that patch, so i would expect it to be in the svn tree for the 
3.3.1 release somewhere. someone actually using the svn foo should run a 
"svn log" ;-)
