BUG: nagiostats has no "others" executable bit

I just realized after reinstalling nagios from scratch that nagiostats
wasn't executable from Others (mode 774). This makes no sense as all it
do is parse the Nagios status file. Any use could provide its own
nagiostats and use it.

Restrictive permissions, if any, should be on the actual status files. I
don't think that would make sense either as this data is most useful in
other applications the may run as different users.
