Nagios 3.2.0 validation error when no services defined

Hi, I have upgraded to Nagios 3.2.0 and it will not start.  It looks like it doesn't like the fact that I have no services defined.  This was supposed to be fixed in 3.1.1 - 06/22/2009.  Was this missed in 3.2.0 or am I missing something? Any suggestions are appreciated.
