IMHO limiting to a specific GPL version is more restrictive than not
doing so. I don't see any incentives in bumping the version but when it
comes to merging code from different projects the "vX-only" can become a
showstopper.

Allowing v2 or higher gives people choice and prevents future conflicts.
~ As long as it stays v2+ it doesn't remove any rights, it rather grants
the right of bumping the version which guarantee it will stay compatible
with any future GPL software.
