NEB: event after all data is loaded

Try NEBCALLBACK_PROCESS_DATA with type == NEBTYPE_PROCESS_EVENTLOOPSTART.

It is invoked after *everything* is initialized and just before the main
event scheduling loop starts.

That's what I use and it works well.
