Within Webmin (<a href="http://www.webmin.com/">www.webmin.com</a>) you can have a really nice interface into the system. The benefit here is an easy place in the configuration file apache uses to specify a default page. You are correct that if no default page is detected than it will default to the Apache page, however you can specify the name and types of pages it will use for default. Then take the default file and copy it to index.html. I think nagios needs the index file to be there to work properly.
