Can't get service failure(warning) to send notification

Did you set your contacts to be able to receive e-mail notifications? I actually make 2 contacts using the first as a template for the second. One recieves the e-mail and it is 24x7 and the second is the on call and uses a timeperiod that is part of the on-call rotation which I based on the documentation.

it is doing the check and correctly finding a problem, yet I am not

The contact_groups and contacts are definitely right as I get host down
notifications from other hosts.

My service template for CheckHTTP looks like:

Is there a way to make the check failure for CheckHTTP be a critical
rather than a warning?

Right now the warning shows:

0.020 second response time
