R: strange behavior disabling checks

Hi

1) state retention data enabled = YES (we need for maintain past data)
2) disable active checks from the webinterface = NO ( I delete many external
command in the web interface, I left only acknowledge and scheduled
downtime)

I change directly the parameters in the cfg files and reload/restart nagios.

It happens if you have enabled state retention data and disable active
checks from the webinterface and then enable them again. In that case,
altering the configuration doesn't help, since the saved retention state
still claims you've manually overridden the configuration.
