Test Client behaving badly - CHECK_NRPE: Socket timeout after 10 seconds.

I'm attempting to configure a host, and when I run

]# /usr/lib/nagios/plugins/check_nrpe -H testclient.localdomain
CHECK_NRPE: Socket timeout after 10 seconds.

The testclient is a windows 2003 server, and it is running the NRPE 
daemon. This appears in the in event log on the windows machine

NRPE_NT:  Host 172.x.x.x is not allowed to talk to us!

Which I find amazing, because the line

allowed_hosts=172.x.x.x

is in the nrpe.cfg of the windows box?

So, on to my question, what other avenues can I look into to find out 
how to fix this issue?
