No, I want to allow ONLY to VIEW not ru execute commands

# GLOBAL HOST/SERVICE VIEW ACCESS
(cgi.cfg)

to anyone.

The only possibility I've found is

# DEFAULT USER
default_user_name=guest

That seems to be access without password but using guest username is 
still necessary.
