In General , for monitoring application servers that run on tomcat and
others we have a plugin for nagios:

check this:

http://exchange.nagios.org/directory/Plugins/Java-Applications-and-Servers/check_jmx4perl/details

I have not tried this before but the documentation states that
application server running on tomcat can be monitored using this plug-in.

Thanks
Jatin
