The pages in the section "The Basics" will hopefully explain that quite well.

If you decide Nagios is for you, but find the on-line documentation a
bit daunting, the book "Nagios" by Wolfgang Barth, published by No
Starch Press is an excellent introduction and reference.

Pretty much, yes.  There are lots of plugins available for Nagios
which use various protocols and if you can't find a plugin you need,
it's usually fairly easy to write one.
