nagios services http shows HTTP WARNING: HTTP/1.1 403 Forbidden

Hi all ,i install nagios 3.1.2 ,plugin 1.4.13,centos 5 and i can view it  by http://localhost/nagios to pc which was installed but it show services HTTP WARNING: HTTP/1.1 403 Forbidden and i can't view to other machine by http://ip/nagios what are the problems
i attached step by step guide to install nagion,terminal when httpd restarted and nagios.conf on one file as pdf


kindly help
