There was a change between Nagios 2 and 3 which broke it, I can't
remember precisely what, but it's not difficult to fix.  I'll have a
look tomorrow if I get a minute.

Another option is to set a delay before notification which is longer
than the usual time it takes to reboot.  That's what I do for most of
our WIntel reboots.
