Nagos issuse: ExternalCommands: failed to create process when exectuted from command line

actually I I am using check_nrpe

define command {
	command_name	check_nrpe
	command_line	/usr/lib/nagios/plugins/check_nrpe -H $HOSTADDRESS$ -c
$ARG1$ -a $ARG2$
}

as I understood it it is necessary to use it to "call" NRPE daemon on
windows server, and remotely execute command check_load, what I do not
understand why I am getting error as I described in first mail.
