error to access on nagios web

I'm having some issues setting up the web interface for Nagios. I have follow http://nagios.sourceforge.net/docs/2_0/cgiauth.html instructions to the letter and I'm getting

Forbidden

You don't have permission to access /nagios on this server.

i have a right permission on these file:
