Monitor for memory bottleneck on Windows?

I found that a good proxy for memory problems is page file utilization, 
or memory use %.

The other possibility is to identify the applications most likely to be 
a problem (usually, SQL Server, Exchange or some line-of-business 
application) and monitor those.

At least in my settings, all I need is a very general idea. With memory 
being so cheap nowadays, I add memory at the first hint of a problem. Of 
course that's not always an option - when you are maxed out on 32-bit 
Windows or the motherboard, or located in some remote place the nearest 
computer store may be hours away.
