in your define command, i think it's

define command{
        command_name check_nrpe_manual_disk
        command_line $USER1$/check_nrpe -H $HOSTADDRESS$ -c
check_manual_disk -a $SERVICESTATE$ $SERVICESTATETYPE$ $SERVICEATTEMPT$ 
	}

and not  -a $ARG1$ $ARG2$ $ARG3$

maybe
