I found the mistake (was mine): I compile nagios-plugins as "root" and 
forget to change permissions on /usr/local/nagios/libexec directory and 
also files. After make:

chown nagios.nagios /usr/local/nagios/libexec
chown -R nagios.nagios /usr/local/nagios/libexec

All works fine
