CGI Access Errors All Over The Place

I have done all that you suggested except for check for multiple Nagios daemons.  I installed from the repos, so when I'm modifying items, I have to search the entire system for them because the locations are never the same, I've only ran in to one instance of literally every single file, so even if multiples were running for some reason, it would pull off the same .cfg files because there's only one instance of each. 

I should've mentioned before that the flapping service is the NSClient++, when I click on the flapping symbol or the service name, I get that error as mentioned before.  When I click on any other service name, it pulls up just fine.

physical html path doesn't matter for the purposes of htaccess   
authentication, only the sbin directory. I am assuming you are   
prompted to log in and are able to do so successfully. 

If this error is intermittent with this service, make sure that you do   
not have multiple nagios daemons running at the same time. You may be   
experiencing over writing of the status.dat file or one may not know   
about this service while the other does. 

If this error is happening all the time, make sure that nagiosadmin is   
authorized_for_all_* in cgi.cfg or is set as a contact for all hosts   
and services you want that user to view.
