As further speculation, there's an apt-get action (
http://freshmeat.net/projects/nagios-check_apt) that lets me check whether
updates exist in various channels for a specific host; we used to use that
to check all servers to flash amber when critical updates are needed
(prompting staff to investigate, assign a ticket to coordinate
change-request and implementation window).

Perhaps he's looking for the same kind of check: "are there critical updates
needed for that server".  If it's parallel to check_apt, it would require
that updates are downloaded in background and simply pending application.
