There is no "best" way, only the way that works for you - that's the 
beauty of Nagios.

I wrote my own plugin that uses WMI to monitor a number of performance 
counters; it's part of the plugins in my collection at 
http://www.sourceforge.net/projects/tntmonitoringplugin . The plugin is 
a Windows executable, not a Linux executable, so you have to use either 
TNTMonitoring or NSClient++ to call it.

Other approaches that may work for you are to check the roundtrip time 
for sending an SMTP email, or some other similar measurement that checks 
actual availability.
