Quote the command. For example --

define command {
     command_name                   check-archiver
     command_line                   $USER1$/check_by_ssh -t 120 -l  
monitor -H $HOSTADDRESS$ -C "/home/monitor/libexec/check_smtp -H  
localhost -p 10025"
     }
