As the documentation indicates, notification_interval controls how  
frequently nagios will send out a reminder e-mail that something is  
still broken. If you want to receive a problem notification for a down  
host/service every 60 minutes until it recovers, leave it at 60. If  
you don't want to receive reminder e-mails set it to 0. I thought your  
complaint was that you were receiving the reminder e-mails so setting  
it to 0 would  be the solution.

Interval_length should be left alone unless you have special need to  
monitor more frequently than once a minute. If you do change it, it  
affects _all_ of the *_interval parameters so you would need to adjust  
those as well.
