Notifications based on hostname?

Is there an easy way to segment notifications based on host name?

Instead of breaking our host groups into different definitions we
would like (love) to be able to say: Jane Doe will get only NYC host
service notifications and Admins * or all.

Is this possible?  Something new for 3.x maybe?
