Yes, nagios can do this. You'll need to translate your .alerts files  
into something that nagios understands or craft your own plugin  
(nagiosplug.sf.net) that parses that file each time it runs (i'd opt  
for regularly scheduled generation of nagios config files myself). As  
with all OSS projects, start by helping yourself and reading the ample  
documentation and searching this lists archives (SMS has been  
discussed muchly), then ask when you have specific questions that you  
can't figure out.
