For this job, I like Nagios with the snmp_int plugin
(http://nagios.manubulon.com/snmp_int.html), graphed with pnp
(http://www.ederdrom.de/pnp/about#system_requirements).
The plugin is a very complex, but well worth the effort of understanding
it.
