This is most likely a bug, you should post that info to the -devel
mailing list.

You could work around this by starting with notifications disabled
(nagios.cfg setting) and enable them right after restarts. Although I
don't have this specific problem (I don't send downtime notifications) I
do this way so when I add hosts and restart it doesn't start paging if
something is wrong...
