Is xinetd started at boot time? In Centos/RHEL it is not to the best of
my knowledge and you need to activate it with: chkconfig xinetd on

Due to lack of info on your system I just have to guess here. The way
you restart it for example is not mentioned nor the distribution you are
using. Yet these items are relevant.
