Have you seen documentation that said it should work?

Macro expansion for notes_url is relatively new. Currently only
$HOSTNAME$ and $HOSTADDRESS$ are supported. Nagios-3 appears to address
this extensively in that all appropriate macros appear to be available
for substitution (from reading the source).
