Yes, configure a host check_command that determines that the host is
down. Nagios will automatically suppress notifications for services on
down or unreachable hosts.

http://nagios.sourceforge.net/docs/2_0/networkreachability.html.

Also verify that you do not have 'is_volatile' set for the service
definitions.
