I removed all the contact_groups options from the service definition, 
the template for that service and the template for the host.   The only 
place a contactgroup appears is in the file that defines the host.  I 
receive a warning when running a sanity check that there are no default 
contact groups defined for that service on that host.

When downing the service, no notification is sent out.  I added the 
contact_groups back to the service definition and a notification was 
sent out.  This was done just to verify that notifications were 
working.   So it appears in my case that this doesn't work :(

This is on v2.6 from the Debian etch release.

I just found this in the v3.0 upgrade notes:
Services now inherit contact groups, notification interval, and 
notification period from their associated host if not otherwise specified.

I guess I see an upgrade in my near future :|
