Badness happens. When nagios runs a host check, _all_ other processing
stops while the checks are being run up to max_check_attempts. In this
example with 10 retries, nagios would not perform any service checks,
check for external commands, or do anything else except obsess about
this host for 10 full minutes.

Nagios-3 will support what the OP wants.
