Newbie Notifications Problem

But it only suppresses service notifications if the host fails?  If the
host doesn't fail, but the service does, I should get a service
notification?

Nagios does it automagically. The details of that seemed to have moved
or been removed in the nagios-3 documentation but it's been a core
feature of nagios since the beginning, I doubt that it's actually gone.
