If I understand correctly, you're saying that the nagios server is in a
timezone two hours ahead of the vsftp server. The logical thing to do in
that case is to adjust the timeperiod to account for the offset: 10:00
to 20:00.

If that's not your problem you need to be more clear with your
description.
