--with-perlcache --enable-embedded-perl --with-gd-inc=/usr/local/include\
--with-gd-lib=/usr/local/lib

or CFLAGS=$CFLAGS LDFLAGS=$LDFLAGS ./configure ...

and check what the config.log file reports
