How to limit access to external command

As was indicated, as far as nagios is concerned, if someone can see
hosts and services, they can issue commands for those. See my response
to the thread 'Disabling Host Commands CGI for a user' on 9/18/2007, and
the entire thread, for options and suggestions.

This is a fairly frequent question so the archives will have other
threads on it.
