notification_interval seems to be ignored

Hmmm, I don't think that's the case. Wouldn't this show it:
nagios at cn2://etc/nagios2/conf.d$ ps aux |grep nagios

I think the only instance of Nagios is PID 30699.

These symptoms are consistent with having multiple nagios daemons
running at the same time.
