Libwrap refused connection to nrpe

I get the following messages on my nagios client when I run the check_nrpe
command from the nagios server.

Nagios Client Log Messages:

17:50:45 vhost6 xinetd[16884]: START: nrpe pid=16889 from=128.121.34.19 Nov
1

17:50:45 vhost6 xinetd[16889]: warning: cannot open /etc/hosts.allow:
Permission denied Nov  1

21:50:45 vhost6 xinetd[16889]: warning: cannot open /etc/hosts.deny:
Permission denied Nov  1

21:50:45 vhost6 xinetd[16889]: libwrap refused connection to nrpe
(libwrap=nrpe) from 128.121.34.19 Nov  1

21:50:45 vhost6 xinetd[16889]: FAIL: nrpe libwrap from=128.121.34.19 Nov  1

17:50:45 vhost6 xinetd[16884]: EXIT: nrpe status=0 pid=16889 duration=0(sec)

This is the output of my netstat on  the same Nagios client:

netstat -at | grep nrpe
tcp        0      0 *:nrpe                      *:*
LISTEN

These are the permission for the hosts files:

-rw-r--r-- 1 root root 161 Jan 12  2000 /etc/hosts.allow
-rw-r--r-- 1 root root 347 Jan 12  2000 /etc/hosts.deny


Any inputs?
