Initial checks delayed too much

Correct me if I am wrong but I think you need to look at the
retain_state_information directive in nagios.cfg .  If you don't have
this on, then I think Nagios will not know what state each host and
service is in when it restarts, so they will all be pending until the
relevant service checks are run.
