config.cgi always shows "Enable Active Checks" as No

When I realized the issue, created a host definition with the bare
minimum, and set active_checks_enabled 1 without using any template.

I selected hosts from the config.cgi and searched for the hostname.
Without fail, regardless of the configuration enabled, "Enable Active
Checks" is always No.

Am I doing something wrong? I'm surprised that I have never noticed this
before having used Nagios for years.
