HTTP WARNING: HTTP/1.1 403 Forbidden

Could it be that Nagios is detecting the default web page and an
actual index page does not exist.  I have experienced this after a
virgin Linux install with default Apache page, try creating a single
page with some content i.e. Hello World and then test.
