i see all the cgi's in the /usr/local/nagios/sbin.  They are all in green color.  So you are saying there should be another directory that hold the cgi's?

I have no idea what they would be talking about. In any event, there's
nothing at all in the /etc (or ~nagios/etc) directory that would explain
why you're missing those CGI's but there is a FAQ that does. It happens
often enough to be easily recognizable. Look for the solution under the
Web Interface section of the FAQs.
