Yes, it is.

Yes, this is a problem. Nagios is not creating these.

Nagios is not creating the .tar.gz files, nor is it rotating the logs as
above. You need to figure out what is and stop it. My guess would be
logrotate. Nagios must have the uncompressed files in the archive
directory with the proper names (nagios handles this) for historical
reporting.
