Part of the plan was to eventually incorporate escalations into the
calls to the program as well.

Ultimately this is about generating tickets into a ticketing system.  So
for an escalation, we can open a ticket a certain level, but then
escalate that type of ticket during a subsequent call of the program
some time later.

But, it's not inconceivable that I might have to go back to the event
route.

It sounds like you're trying to do the sort of thing eventhandlers were
designed for.  Is there a reason they won't work in your case?
