Custom Variables in Hostgroups?

It doesn't seem that I can put custom vars into hostgroups to apply to all members.  Would a template be the correct place for these? I am trying to set up variables for default thresholds for service checks (like RTA and packet loss for check_ping) that could be overridden in the individual host definitions.
